It is understood that the insertion of this clause

in the labourers' agreement is intended to regulate

a practice which has, in fact, been in force for some

time.

2. In this connection the Secretary of State for

the Colonies would be glad to obtain a current copy of

the form of agreement which labourers recruited in Hong Kong

who serve in Western Samoa are required to sign on arrival

and Mr.Thomas would be grateful if the High Commissioner

would be good enough to obtain a copy for communication

to Lord Passfield.
